Inclusive early childhood care and education: From commitment to action

Inclusion should be a principal commitment from early childhood. According to the latest estimates from the UNESCO Institute for Statistics, the number of children not enrolled in pre-school in the year before primary school has decreased over the past decade, from 52.1 million in 2009 to 47.2 million in 2018. Despite this progress, the large number of children still excluded from pre-school is a major concern, given the strong evidence linking access to inclusive early childhood care and education (ECCE) with school success, overall development, and well-being.

Inclusive Early Childhood Care and Education

This is a background paper prepared for the International Forum on inclusion and equity in education – every learner matters, held in Cali, Colombia in September 2019. Its objectives are to outline the rationale for working on inclusive early childhood care and education (ECCE) for the promotion of inclusion and equity, and to analyse the trends, achievements and challenges concerning inclusive ECCE.


Global education monitoring report 2020: Inclusion and education: All means all

In line with its mandate, the 2020 GEM Report assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. The Report also addresses inclusion in education, drawing attention to all those excluded from education, because of background or ability. The Report is motivated by the explicit reference to inclusion in the 2015 Incheon Declaration, and the call to ensure an inclusive and equitable quality education in the formulation of SDG 4, the global goal for education.

En el presente informe, la Relatora Especial examina el papel que representan la equidad y la inclusión en el fortalecimiento del derecho a la educación, en particular en el contexto del logro de los Objetivos de Desarrollo Sostenible.

La Relatora Especial concluye pidiendo a los Estados que adopten medidas positivas importantes para hacer frente a la discriminación, la inequidad y la exclusión en la educación a fin de asegurar que se logran los Objetivos de Desarrollo Sostenible.

Rapport du Rapporteur Spécial sur le droit à l'éducation : Inclusion, équité et droit à l'éducation

Dans le présent rapport, la Rapporteuse spéciale examine l’importance des principes d’équité et d’inclusion en vue du renforcement du droit à l’éducation, en particulier dans le contexte de la réalisation des objectifs de développement durable.

La Rapporteuse spéciale conclut en demandant aux États de prendre des mesures significatives et positives pour lutter contre la discrimination, le manque d’équité et l’exclusion dans le domaine de l’éducation et permettre d’atteindre les objectifs de développement durable.

Report of the UN Special Rapporteur on the Right to Education : Inclusion, equity and the right to education

In the present report, the Special Rapporteur reviews the role of equity and inclusion in strengthening the right to education, in particular in the context of achieving the Sustainable Development Goals.

The Special Rapporteur concludes by calling for States to take significant, positive actions to tackle discrimination, inequity and exclusion in education to ensure that the Sustainable Development Goals are met.
