Ce document de recherche et d’orientation étudie certains aspects du droit à l'éducation qui pourraient nécessiter un ancrage plus solide dans le cadre normatif international et une expansion potentielle pour le 21st siècle. L'éducation numérique, la mobilité croissante des personnes, l'évolution démographique, le changement climatique et les attentes en matière de possibilités d'apprentissage tout au long de la vie ne sont que quelques-uns des domaines qui mettent à l'épreuve les limites du cadre normatif international existant. This policy-oriented research paper investigates some of the aspects of the right to education that might require a stronger footing in the international normative framework and potential expansion for the 21st century. Digital education, increasing human mobility, changing demographics, climate change, and expectations of opportunities for learning throughout life are just a few of the areas that are testing the limits of the existing international normative framework. The culmination of a round of open consultation processes, as well as international seminars and events, and research, this paper presents some of the emerging trends, challenges, and norms that have been discussed.
This brief was submitted to the UN Committee on Economic, Social and Cultural Rights prior to the 7th Review of the United Kingdom, responding to the pre-sessional Working Group submission. It was submitted in January 2023 and focuses on UK international development cooperation in the area of education. Another report was submitted in 2024 with updates and recommendations.
In this general comment, the Committee on the Rights of the Child emphasizes the urgent need to address the adverse effects of environmental degradation, with a special focus on climate change, on the enjoyment of children’s rights, and clarifies the obligations of States to address environmental harm and climate change. The Committee also explains how children’s rights under the Convention on the Rights of the Child apply to environmental protection, and confirms that children have a right to a clean, healthy and sustainable environment.
Dans cette observation générale, le Comité des droits de l'enfant souligne qu'il est urgent de s'attaquer aux effets néfastes de la dégradation de l'environnement, et plus particulièrement du changement climatique, sur la jouissance des droits de l'enfant, et précise les obligations des États en matière de lutte contre les atteintes à l'environnement et le changement climatique. Le Comité explique également comment les droits de l'enfant prévus par la Convention relative aux droits de l'enfant s'appliquent à la protection de l'environnement et confirme que les enfants ont droit à un environnement propre, sain et durable.
