This compilation of good practices is intended to provide examples of meaningful and promising activities implemented in Council of Europe member states to promote an education free from gender stereotypes and identify new ways to implement the measures comprised in the Committee of Ministers Recommendation on Gender Mainstreaming in Education. The presented initiatives include among others campaigns to inform and motivate girls and women to choose non stereotypical careers, gender equality training programmes for teachers and fnancial assistance provided to families to support girls’ school attendance. Sharing of good practices provides a very useful reference tool for countries in the process of developing new initiatives. This compilation constitutes an important resource for all stakeholders eager to promote equality in education and to combat gender stereotypes in and through education.
This report on education and disability synthesises current evidence around the scale of the challenge, highlighting levels of exclusion from education faced by children with disabilities, as well as outlining the common barriers faced in gaining access to a quality education. It also aims to set out the case for inclusive education systems, where children with disabilities are brought into mainstream schools, and classrooms and schools respond and adapt more effectively to their needs. Finally, the report summarises the policy responses which can help bring down the common barriers – from the family, local communities and national government, through to the international community – setting out clear set of areas of action and policy recommendations for governments, donors and the international community.
Following the Iranian revolution of 1979, due to their affiliation with political or religious groups, a great number of Iranian students were temporarily or permanently deprived of their right to education. Many students were expelled from university for membership in non-Islamic groups. In recent years the number of students whom organizations under the supervision and control of the Iranian regime has banned or “starred” from education has increased dramatically.
The Right to Education Report aims to raise awareness by providing comprehensive reporting on cases of student rights violations and any other form of education deprivation in Iran throughout the last three decades.
This report documents how the the Czech authorities are violating the human rights of Romani children in schools across the country. Romani children in the Czech Republic have for decades suffered systemic discrimination in primary education. Many are placed in so-called practical schools designated for pupils with mild mental disabilities. Those in mainstream schools are often segregated in Roma-only schools and classes or otherwise treated differently. Reports of racial bullying and ostracisation by non-Roma pupils, and even open prejudice by some teachers, are frequent. Amnesty International calls on the Czech government to make an unequivocal commitment and start a reform that would address ethnic prejudice and discrimination head-on.
This study examines the use of schools and universities for military purposes by government armed forces and opposition or pro-government armed groups during times of armed conflict or insecurity. Schools are used for barracks, logistics bases, operational headquarters, weapons and ammunition caches, detention and interrogation centres, firing and observation positions, and recruitment grounds.
The study highlights examples of good practice, in which governments have adopted policies that explicitly ban or restrict militaries from using education facilities.
The study also calls upon states, local organisations, and relevant international agencies to rigorously monitor military use of education institutions to devise effective, coordinated responses, including preventative interventions, rapid response, and both legal and non-legal accountability measures for those individuals or groups who contravene existing laws, judicial orders, or military orders.
Scholars at Risk announces the release of Free to Think, a report of the Academic Freedom Monitoring Project. The culmination of four years of monitoring and analysis by SAR staff and researchers around the world, the report analyzes 333 attacks on higher education communities in 65 countries from January 2011 to May 2015, demonstrating the pressing need to raise awareness and document attacks on higher education:
- There is a crisis of attacks on higher education communities around the world.
- Attacks on universities, scholars and students are early warning signs of political, social and cultural insecurity.
- Universities and scholars are critical parts of national infrastructure that is essential to rebuilding conflict torn states.
The report calls on all stakeholders, including the international community, states, the higher education sector, civil society and the public at large to undertake concrete actions to increase protection for higher education communities, including documenting and investigating attacks, and holding perpetrators accountable.
In Asia, private supplementary tutoring consumes huge amounts of household finance, and has far-reaching implications for social inequalities, let alone the huge implications it has for school education services. Yet few governments have satisfactory regulations for the phenomenon.
The book Regulating Private Tutoring for Public Good: Policy Options for Supplementary Education in Asia focuses on the extensive scale of private tutoring in countries of the region, regardless of their development status. The work shows wide diversity in the regulations introduced by governments in the Asian region. It notes not only that these governments can learn much from each other, but also that policy makers in other parts of the world can usefully look at patterns in Asia. The book also stresses the value of partnerships between governments, tutoring providers, schools, teachers’ unions, and other bodies.
The Right to Education Project, with the support of international and British organisations as well as teachers' unions have submitted a report to the Committee on the Rights of the Child about the UK's support of the growth of private actors in education through its development aid: questioning its responsibilities as regards its human rights extra-territorial obligations.
The report raises concern about the increased use of British aid money to support for-profit schools, in particular so-called ‘low-fee’ private schools, which are fuelling inequality, creating segregation and undermining the right to education.
The report finds that the UK’s policies in support of private education through its development aid are problematic and that the country could be violating its extra-territorial obligations under the International Covenant on Economic, Social and Cultural Rights in two regards:
- Firstly, the UK’s support for for-profit, fee-charging private schools that do not reach the poorest is questioned in light of the UK’s obligations to fulfil the right to education, including the right to free quality education without discrimination;
- Secondly, the UK’s responsibility is questioned in particular in relation to its own impact assessments that have been conducted on its policies of providing support to private schools and which have concluded that projects supporting private education providers are less likely to target the most marginalised, and that more research needs to be carried out on the impact of private schools in developing countries on, among other elements, the efficiency of “low-fee” private schools.
