This report highlights the right to education in Iraq and different barriers that iraqis and internally displaced persons are facing to access education. It put a particular emphasis on the legacy of ISIL territorial control on access to education.
The report was published in July 2020 by the Special Rapporteur on the right to education, Koumbou Boly Barry.
The obligation of States to ensure that educational facilities within their jurisdictions meet human rights standards requires a clear understanding of the synergies between the right to education and other human rights, and ways of further promoting the integration of those rights into practices.
In the present report, the Special Rapporteur on the right to education focuses on the interrelations between the right to education and the rights to water and sanitation, including hygiene and menstrual health and hygiene. She explores situations in which the failure to respect, protect and fulfil the rights to water and sanitation in education institutions impedes the realization of the right to education. She underlines that, conversely, the rights to water and sanitation, like many other human rights, cannot be fully implemented without the realization of the right to education, which enables people’s understanding, agency and autonomy in those areas.
The report contains guidelines for the provision of water and sanitation in educational settings, for the realization of the right to education. The final section of the report contains recommendations for stakeholders.

The Right to Education Initiative's Annual Report 2018 includes information about us, the activities we have undertaken as well as our key achievements and impacts in four thematic areas: Privatisation and human rights; Monitoring of the right to education; Education 2030; and the right to education of migrants.
In line with its mandate, the 2020 GEM Report assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. The Report also addresses inclusion in education, drawing attention to all those excluded from education, because of background or ability. The Report is motivated by the explicit reference to inclusion in the 2015 Incheon Declaration, and the call to ensure an inclusive and equitable quality education in the formulation of SDG 4, the global goal for education. It reminds us that, no matter what argument may be built to the contrary, we have a moral imperative to ensure every child has a right to an appropriate education of high quality.
The Report also explores the challenges holding us back from achieving this vision and demonstrates concrete policy examples from countries managing to tackle them with success. These include differing understandings of the word inclusion, lack of teacher support, absence of data on those excluded from education, inappropriate infrastructure, persistence of parallel systems and special schools, lack of political will and community support, untargeted finance, uncoordinated governance, multiple but inconsistent laws, and policies that are not being followed through.
The report analyses the ways in which unpaid care work is recognised and organised, the extent and quality of care jobs and their impact on the well-being of individuals and society. A key focus of this report is the persistent gender inequalities in households and the labour market, which are inextricably linked with care work. These gender inequalities must be overcome to make care work decent and to ensure a future of decent work for both women and men. The report contains a wealth of original data drawn from over 90 countries and details transformative policy measures in five main areas: care, macroeconomics, labour, social protection and migration. It also presents projections on the potential for decent care job creation offered by remedying current care work deficits and meeting the related targets of the Sustainable Development Goals.
This paper shows that pre-primary education has not yet achieved the level of priority necessary in domestic policies and budgets, with nearly all low-income countries dedicating less than 5 per cent of their education budgets to pre-primary education. The most disadvantaged, marginalised and vulnerable, who stand to gain the most from investments in pre-primary education, are frequently left behind. Moreover, the international community has not kept pace to incentivise governments to invest in pre-primary education — less than 1 per cent of ODA is dedicated to pre-primary education. Major bilateral and multilateral actors are not using the little resources available to best effect to impact the most disadvantaged. This paper includes a set of recommendations on funding to ensure quality pre-primary education for all.
The 2007 UNESCO Education for All Monitoring Report focuses on the first Education for All goal, which calls upon countries to expand and improve early childhood care and education – in the form of a holistic package encompassing care, health and nutrition in addition to education.
UNICEF’s first global report on pre-primary education presents a comprehensive analysis of the status of early childhood education worldwide. It also outlines a set of practical recommendations for governments and partners to make quality pre-primary education universal and routine. Noting that at least 175 million children – 50 per cent of the world’s pre-primary-age population – are not enrolled in pre-primary programmes, the report urges governments to commit at least 10 per cent of their national education budgets to scale them up. Such funding should be invested in pre-primary teachers, quality standards and equitable expansion, the report states.
The report addresses issues and challenges to the right to education in the digital age, with a focus on higher education. It considers how the norms and principles that underlie the right to education should be upheld while embracing digital technologies. The report concludes with recommendations for ensuring that the use of digital technology in education is in keeping with State obligations on the right to education.
