Unlike other regions, Asia and the Pacific do not have a legally binding instrument that guarantees human rights. However, in 2012, the Association of Southeast Asian Nations (ASEAN) adopted a Human Rights Declaration that recognises the right to education. Members of ASEAN are: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam.
