In the report Privatisation of education and rights violations in Brazil: notes for the Committee on the Rights of the Child , the Brazilian Campaign for the Right to Education (Brazilian Campaign) and the NGO Ação Educativa expressed their shared concern around the proliferation of privatisation of education in Brazil and its negative impacts on the right to education. The 15 page report cites evidence that education privatisation inhibits equity of access and participation, reduces education to a commodity versus a public good, and infringes on education as a human right.
The report complements a recent submission to the International Convention on the Rights of the Child (CRC) by the Brazilian National Association of Centers for the Defense of Child Rights (ANCED), and calls upon the Brazilian State to limit the role of the private sector in education, from preschool to higher education, and that the State itself should commit to ensuring the public provision of education through improved financing, regulation and governance enforcement mechanisms.
The report follows an ongoing advocacy campaign led by Ação Educativa, the Brazilian Campaign and the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR) focused on for-profit schooling and how this adversely affects those already living in poverty and the most marginalised.
These recommendations come at a time when education privatisation is drawing increasing attention and analysis from both the international community and national governments. Several UN human rights bodies, including the UN Special Rapporteur on the right to education, have recently questioned the growing privatisation in education in the world, and called on reinforcing the role of the State and protect education as a 'public good'.
