Outcome indicators measure the extent to which the right to education is enjoyed. They therefore measure the impact of State laws, policies and other measures to implement the right to education. However, State efforts (or lack of) may create inequalities in the enjoyment of the right to education. You should therefore compare levels of enjoyment by examining disaggregated data. Structural indicators measure the commitment of States to the right to education, through the adoption of laws and policies, and the ratification of human rights treaties. To monitor the normative framework of the right to education, please select this option.
Process indicators measure States' efforts to transform its commitments into enjoyment of the right to education. For some process indicators, you should collect disaggregated data in order to find out whether the State equitably distributes education inputs amongst marginalised groups and their corresponding peers (boys compared to girls, etc).
