Abolishing School Fees in Africa is the product of a SFAI workshop, “School Fee Abolition: Building on What We Know and Defining Sustained Support,” held in Kenya in 2006. The book begins with a comparative overview of the processes, challenges, and lessons learned by five countries that had already abolished school fees: Ethiopia, Ghana, Kenya, Malawi, and Mozambique. The subsequent chapters delineate the actual experiences of each of the countries in planning and implementing their policies.
Corruption and poor governance are acknowledged as major impediments to realising the right to education and to reaching global development goals. Corruption not only distorts access to education, but affects the quality of education and the reliability of research findings. From corruption in the procurement of school resources and nepotism in the hiring of teachers, to the buying and selling of academic titles and the skewing of research results, major corruption risks can be identified at every level of the education and research systems. At the same time, education serves as a means to strengthen personal integrity and is a critical tool to address corruption effectively. The Global Corruption Report is Transparency International’s flagship publication, bringing the expertise of the anti-corruption movement to bear on a specific corruption issue or sector. The Global Corruption Report: Education consists of more than 70 articles commissioned from experts in the field of corruption and education, from universities, think tanks, business, civil society and international organisations.
This report explores a range of innovative education budget work initiatives from Bangladesh, Ghana, Kenya, Malawi and Uganda, where civil society has monitored and challenged their governments over education expenditure in order to hold themaccountable for commitments to EFA and the MDGs. It examines the significance and impact of civil society budget initiatives by drawing on interviews and focus group discussions with a range of education stakeholders, including education coalitions, government officials, nongovernmental organisations (NGOs), teaching staff and school pupils; and by reviewing research reports and budget manuals developed by civil society organisations (CSOs).
The International Monetary Fund (IMF) restrictions on recurrent government spending are working against the MDGs, and Education for All, this report argues. Through research with the governments of Malawi, Mozambique and Sierra Leone, this study shows that IMF-imposed macroeconomic policies and explicit caps on teachers’ wage bills have forced many poor countries to freeze or curtail teacher recruitment, and are a major factor behind the chronic and severe shortage of teachers.
The report highlights allocation for education sector of different fiscal years aiming to underline priority areas for realising National Education Policy-2010, explains the trends of education financing, analyses the allocation in development and non-development programmes and finds the challenges in implementing the strategic priorities of education sector in Bangladesh.
This report is intended to help shape the debate around financing Education For All (EFA) in an increasingly resource-constrained world, and outlines various policy options and interventions which could help to scale up more ‘equitable’ models of domestic financing for EFA. The paper focuses on increasing domestic resources in low- and middle-income countries, and goes alongside recent GCE analysis of the need to increase donor financing, including recommendations for donors to scale up their financing in support of their commitments to EFA.
Drawing on a number of secondary sources, the paper synthesises the latest research and evidence around key aspects of education financing, making clear recommendations on areas for action. The research has gained greatly from work carried out within the GCE network and includes inputs both from national coalitions and international members, such as Oxfam and ActionAid. As such, contributions reflect a representative and accurate picture of current national level scenarios and of policy areas around education financing and taxation.

Se detallan las obligaciones de derechos humanos sobre la financiación de la educación y se proporcionan ejemplos prácticos de marcos jurídicos nacionales que garantizan la financiación nacional. El informe contiene también una actualización de la situación de la educación en situaciones de emergencia, de conformidad con la resolución 64/290 de la Asamblea General. El Relator Especial destaca que la atención que se presta y la financiación que se dedica a la educación en situaciones de emergencia siguen siendo insuficientes e inadecuadas y pide que se realicen más inversiones en actividades de prevención y para ofrecer una mejor protección a la educación durante conflictos armados.
Ce rapport vise à contribuer au débat sur le financement de l’Éducation pour tous (EPT) dans un contexte de restrictions croissantes des ressources mondiales ; il propose différentes options et interventions politiques destinées à déployer des modèles plus « équitables » de financement intérieur de l’EPT. Il s’intéresse prioritairement à l’augmentation des ressources intérieures dans les pays à revenu faible et intermédiaire, et complète une analyse récente de la CME mettant en lumière la nécessité de relever le niveau de financement des donateurs, avec des recommandations pour inciter les bailleurs à augmenter les financements conformément à leurs engagements en faveur de l’EPT.
RESULTS Educational Fund’s report “From Free to Fee”, investigates World Bank’s basic education investments through its private lending arm (the IFC). The report seeks to explore if IFC investments in education reach the poorest groups and help reduce extreme poverty. From Free to Fee provides evidence from IFC funded schools in Kenya, Uganda, and South Africa, and presents recommendations for the World Bank, the IFC, and other investors on how to more effectively end poverty through basic education.
This report on the funding of school education constitutes the first in a series of thematic comparative reports bringing together findings from the OECD School Resources Review. School systems have limited financial resources with which to pursue their objectives and the design of school funding policies plays a key role in ensuring that resources are directed to where they can make the most difference. As OECD school systems have become more complex and characterised by multi-level governance, a growing set of actors are increasingly involved in financial decision-making. This requires designing funding allocation models that are aligned to a school system’s governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably.
