Right to education handbook

Education is a fundamental human right of every woman, man and child. In states’ efforts to meet their commitments to making the right to education a reality for all, most have made impressive progress in recent decades. With new laws and policies that remove fees in basic education, significant progress has been made in advancing free education. This has led to tens of millions of children enrolling for the first time and the number of out of school children and adolescents falling by almost half since 2000.

10 messages and 10 recommendations on disability and education

Global Education Monitoring Report (GEM Report) has produced a summary of content related to disability and education from their reports dating back to 2010. This summary provides background to those aiming to take part in the ongoing online consultation for the 2020 GEM Report on inclusion and education.

The summary gives ten key messages with accompanying evidence:

Under the law, all Lebanese children should have access to education free from discrimination. Lebanon’s Law 220 of 2000 grants persons with disabilities the right to education, health, and other basic rights. It set up a committee dedicated to optimizing conditions for children registered as having a disability to participate in all classes and tests.

In reality, the educational path of children with disabilities in Lebanon is strewn with logistical, social, and economic pitfalls that mean they often face a compromised school experience—if they can enroll at all.

A separate but equal classroom?: The Indian desegregation

‘In the field of public education, the doctrine of "separate but equal" has no place. Separate educational facilities are inherently unequal.'

In 1954, the U.S. Supreme Court made the above declaration in the case of Brown v Board of Education of Topeka, and found that segregated schooling on the basis of race was unconstitutional. Nearly six decades later, the view remains equally significant in light of a different basis of segregation: that of children with disabilities.

Learners with disabilities go to court in South Africa for appropriate school transport

The South African Constitution guarantees everyone the right to a basic education, but the Department of Basic Education estimates that 597,000 children with disabilities (out of 829,000) are out of school. Many of these children are not in school because there is, quite simply, no transport that they can use to get to school.
