This communication has been submitted to the United Nation Special Rapporteur on the Right to Education to inform him about the privatisation and the right to education in Chile.

Alternative report submitted in November 2014 to the United Nations Committee on Economic, Social and Cultural Rights (CESCR) at its 54th Session for its consideration of the List of Issues for Chile. The report calls on UN human rights experts to question the government of Chile about the human rights violations resulting from its privatised education system.

 

 

This booklet brings together educators from different countries to examine the negative effects of privatisation on the right to education, education quality, equity, and teaching. Building upon specific examples from the US, Canada, Chile and South Africa, it makes the argument that privatisation increases inequality and stratification in education, and substitutes good public policy with the vagaries of charity or the single-mindedness of profit-making.

 

Oral statement made by the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR) to the UN Committee on Economic, Social and Cultural Rights on 8 June 2015, following a report submitted by GI-ESCR with the Sciences Po Law School Clinic and with the support of eight national, regional and international NGOs working on the right to education in Chile.

In this statement, GI-ESCR raises concerns with regards to the impact of the privatised education system in Chile on the rights protected under the International Covenant on Economic, Social and Cultural Rights

 

This paper highlights key concluding observations adopted between 2014 and 2016 by the UN Committee on the Rights of the Child (CRC), the UN Committee on Economic, Social and Cultural Rights (CESCR), and the UN Committee on the Elimination of all forms of Discrimination Against Women (CEDAW) regarding the role of private actors in education in Brazil, Chile, Ghana, Haiti, Kenya, Morocco, Uganda and Zimbabwe. These add to more than 50 other concluding observations previously issued by these committees on the topic.

This background paper, commissioned by the Education Commission to inform the report The Learning Generation: Investing in education for a changing worldaims to clarify the relevant provisions in human rights law that refer to the involvement of non-State actors in education in mixed education systems. Making reference to international human rights law, it analyses three cases studies (Pakistan, Chile, and community schools) selected to represent the wide variety of roles played by non-State providers in different geographical areas.
