Summary of events on Privatisation in Education and the Right to Education Geneva, 12 June 2014

In June 2014 the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR), together with the Privatisation in Education Research Initiative (PERI) held a series of events in Geneva focusing on privatisation and the human right to education: a Human Rights Council 26th Session Side Event and and an Expert Meeting on Privatisation in Education. The events were intended to foster discussion and engagement, as well as to raise awareness about this key emerging issue, which is having a profound impact on the realisation of the right to education globally.

Report of the United Nations Special Rapporteur on the Right to Education: Assessment of the educational attainment of students and the implementation of the right to education

The  report centres on the assessment of the educational attainments of students and the implementation of the right to education. The Special Rapporteur on the right to education underlines the importance of developing and applying national assessment systems which are in compliance with international human right norms, so that education meets the essential objectives assigned to it in human rights conventions.

This Report provides an overview of what countries are doing to ensure the right to education for girls and women. Based on the national reports of forty countries from different regions, the Report is organized in a series of country factsheets.

Education Denied: Israel’s Systematic Violation of Palestinian Children’s Right to Education

The report, Education Denied: Israel’s Systematic Violation of Palestinian Children’s Right to Education, was prepared for the July 2011 High-Level Segment of UN-ECOSOC in Geneva, Switzerland and reviews the implementation of the education-related Millennium Development Goals (MDG) of the United Nations Development Agenda in the occupied Palestinian territory (oPt).

In 2009, India enacted the Right of Children to Free and Compulsory Education Act, which provides for free and compulsory education to all children aged 6 to 14. However, the evidence presented in this report indicates that despite the 3 year deadline to implement the key provisions of the Act, it has yet to be adequately implemented.

Report of the Committee on the Rights of the Child on its General Discussion on the Right of the Child to Education in Emergencies Situation

On 19 September 2008, the Committee on the Rights of the Child devoted its Day of General Discussion to: “The Right of the Child to Education in Emergency Situations” (CRC articles 28 and 29). The report includes a background, a summary of the discussions and recommendations.

Attacks on Education: the impact of conflict and grave violations on children’s futures

The report examines the different types of attacks on schools, what motivates attacks and their impact on children. Country case studies are included, looking at attacks on education in Central African Republic, the Democratic Republic of Congo, Mali, occupied Palestinian territory and Israel, Pakistan and Syria.

Only very low levels of humanitarian funding are provided for education. This prevents the education sector from responding swiftly to needs after periods of intense conflict – including responding to the effects of attacks on education and restoring schooling.

Education Under Attack

This global study examines threats or deliberate use of force against students, teachers, academics, education trade union members, government officials, aid workers and other education staff, and against schools, universities and other education institutions, carried out for political, military, ideological, sectarian, ethnic or religious reasons in 2009-2013; and military use of education buildings and facilities.

Lessons in War: Military Use of Schools and Other Education Institutions during Conflict

This study examines the use of schools and other education institutions for military purposes by government armed forces and opposition or pro-government armed groups during times of armed conflict or insecurity. Schools are used for barracks, logistics bases, operational headquarters, weapons and ammunition caches, detention and interrogation centres, firing and observation positions, and recruitment grounds.
