Although many states sign and ratify international human rights conventions, such obligations and guarantees do not necessarily translate into national law. Provisions for education at the national level must therefore change to reflect of the international legal obligation that countries have signed. States must be encouraged to pass policies and legislation to ensure provisions for education as in compliance with intentional law.
For girls and women’s right to education, this means that states must ensure girls equal rights to education and also prepare laws in cross cutting issues of gender such as marriage, housing and social security. States must ensure non-discrimination and education in all the areas of national level. It is clear that unless discrimination, harassment and violence in schools are addressed, girls will not be able to enjoy the right to education as stated in national constitutions and in whereas legal treaties and international declarations.
