The indicators are being tested in different places and with different partners. There are many indicators, and their level of detail varies, and so it is possible - even desirable - to identify a more narrow thematic approach, testing just one aspect of the level the human rights protection, respect and fulfilment of education. It can be one entitlement and a smaller group of education provisions, a set of normative laws or standards, a group of persons discriminated against, a geographic location, or a cross-cutting situation such as gender, poverty, emergencies.
