Framework Convention for the Protection of National Minorities

Declaration: Switzerland declares that in Switzerland national minorities in the sense of the framework Convention are groups of individuals numerically inferior to the rest of the population of the country or of a canton, whose members are Swiss nationals, have long-standing, firm and lasting ties with Switzerland and are guided by the will to safeguard together what constitutes their common identity, in particular their culture, their traditions, their religion or their language.
Switzerland declares that the provisions of the framework Convention governing the use of the language in relations between individuals and administrative authorities are applicable without prejudice to the principles observed by the Confederation and the cantons in the determination of official languages.

Education
1. Education is a concern of the Cantons.

1. The Confederation legislates on professional education.
It operates technical universities. It may create, operate, or support other universities and institutions of higher learning. It may make its support conditional upon ensuring coordination.

1. The Confederation may grant subsidies to the Cantons for the expenses incurred for scholarships and for other assistance towards education.
2. It can, moreover, supplement Cantonal measures while respecting Cantonal autonomy in school matters, and take its own measures to encourage education.

Sport
1. The Confederation promotes sport, particularly sport education.
2. It operates a sport school.
3. It can legislate on youth sport and make sport education in schools compulsory.
