Art.16
The State and the public collectivities create the preliminary conditions and the public institutions which guarantee the education of children.
Art.17
The education of youth is provided by the public schools. The religious institutions and communities are equally recognized as a means of education.

Private schools may be opened with the authorization and under the supervision of the State
