Section 3 - The rights and duties of a citizen
Art.26
2. The Government provides material assistance, up-bringing and education for orphans and children deprived of parental support.
Art. 32
1. Every citizen of the Kyrgyz Republic has the right to education.
2. General secondary education is compulsory and free of charge. Every person has the right to receive it at national educational institutions. At the national educational institutions every citizen has the right to receive education free of charge.
3. The State provides for every person in accordance with individual aptitude access to vocational, special secondary and higher education.
4. Paid education for citizens at other national educational institutions is allowed on the basis and according to the procedure established by legislation.
5. The State exercises control over the activity of educational institutions.
