Art.30
(1) The citizens are guaranteed free secondary education in state educational establishments. Secondary education is obligatory.
(2) The citizens have the right to receive on a competitive basis a higher education in a state higher education establishment.
(3) The citizens have the right to an education in private educational establishments on the basis and terms established by law.
(4) Education is under the State's supervision. The activity of educational establishments must comply with state educational standards in the organization of the educational process, curricula and qualification of instructors.
