Title VII - Education and culture
Art.77
Public Education shall be organized as an integral process correlated in its various phases, from the preschool period to the university.
Art.78
(1) Preschool and general basic education are obligatory. These and diversified education in the public system are free and supported by the Nation.
(2) In state education, including higher education, the public expenditure will not be inferior to six percent (6%) of the gross domestic product, in accordance with the law, (…).
(3) The State shall facilitate the pursuit of higher studies by persons lacking their own resources…
Art.79
Freedom in teaching is guaranteed. However, all private education centers shall be under the supervision of the State.
Art.82
The State shall provide food and clothing for indigent pupils according to law.
